GOST certification is an effective quality certification system (also known as GOST-R certification) within the Russian Federation. Products imported from abroad to Russia should meet Russia's national quality standards, that is, pass GOST certification.
GOST certification is a compulsory security certification for market access and is considered as a passport for manufacturers to open and enter the markets of CIS countries such as Russia.
It should be noted that in 2007, Russia, Belarus and Kazakhstan established customs unions. In order to make the trade between the alliance countries easier and to avoid the technical regulatory barriers to import and export products in this customs union, the Customs Union legislation issues a mandatory Customs Union TR technical regulation certificate, and the Customs Union Technical Regulations certificate: The only certificate that the product complies with the technical regulations of the Customs Union. This certificate is applicable to: Russia, Belarus, and Kazakhstan. All products holding the "CU-TR" certificate can be sold in the member states of the Customs Union without having to meet the requirements of each member state, thereby achieving the free circulation of goods within the member states of the Customs Union.
Beginning February 15, 2013, all products that fall within the scope of the Russia-Belarus Customs Union (CU) certification will be forced to apply for CU-TR certification. As of March 15, 2013, Russia, Kazakhstan, and Belarus have stopped issuing GOST certificates for their old regulations and have instead applied for CU-TR certificates.
According to the certification regulations of the Russian Federation, if the goods belong to the scope of GOST certification, they should pass the certification according to the current safety regulations and receive a Russian national standard certificate of conformity.
There are two types of standard certificates: single batch certificate and continuous production certificate:
A single batch certificate is a certificate valid for a purchase contract. The single shipment can be exported in batches and is valid multiple times. In general, the delivery cycle cannot exceed 1 year.
A continuous production certificate is a long-term certificate. Usually applicable to multiple projects or product certification under the contract, according to the validity period can be divided into 1-year period, 3-year period, 5-year period. To apply for a continuity certificate, the applicant factory must have an ISO9001 quality system certificate. After passing the certification, within the validity period of the certificate, each copy of the export voucher can be cleared, and the number of exports is unlimited. Some products require annual factory audits.
